Max Shenker, writing for EZPolicyBlog.com, has for the past week been following new enterprise-zone legislation, CA AB 106. This bill attempts to clarify uncertainties stemming from the July legislation that killed California’s enterprise zone program.
One important facet of AB 106 is that it provides authority for local agencies to continue processing hiring voucher application through the end of 2014.
The July legislation stated that employees hired through December 31, 2013 may qualify; however, without an official voucher, qualification ultimately means nothing. Local agencies and employers were previously left wondering (as was I) how much time they would actually have to process applications for those qualifying employees. Assuming Governor Brown signs the bill, we can now count on having 12 months to finish the certification process.
