Hot off the press! The Internal Revenues has just issued Notice 2009-28, which you are welcome to click and read if you are sufficiently brave and enjoy wading through IRS language. Notice 2009-28 provides expanded statutory definitions for the new WOTC employee-eligibility categories signed into law by President Obama in February. Good news is in from the WOTC Coalition. We have been patiently waiting for guidance about the WOTC program’s two newest eligibility categories. In a private publication, which we received today, Paul E. Suplizio, President of the WOTC Coalition, stated his belief that long-awaited guidance would probably come from the IRS and U.S. Department of Labor within the next two weeks. (more…)

This week, Susan Webb, president and co-founder of the National Employment Network Association (NENA), offered testimony about the Ticket to Work program before the US House Ways and Means Social Security Subcommittee. Workers referred to an employer through the Ticket to Work program constitute one of the WOTC program’s qualifying targeted groups. (more…)

For a short period last week, a new version of form IRS 8850 was available from the IRS website.  Form IRS 8850 is the “Pre-Screening Notice and Certification Request for the Work Opportunity Credit.”  The odd thing is, the form is no longer available.  (We tried to download it this morning.) Earlier this month, Colorado Governor Bill Ritter signed into law Colorado H.B. 1001 creating a new jobs growth tax incentive program for his state.  On December 18 of last year, Governor Ritter had previously announced his intentions to create such a program.  See Press Release (scroll down to Keep Colorado Working for details as understood at that time.) AB 1139 was heard last week by the California legislative Assembly Committee on Jobs, Economic Development and the Economy. RestaWOTC (under the name of “Zone Centrix” our CA division) had joined the list of opposition to this bill, which if passed would dismantle the enterprise zone hiring credit program that we have all learned to appreciate over the years. Here’s something interesting.  The U.S. Work Opportunity Tax Credit (WOTC) program made the on-line Op Ed page of The Jerusalem Post yesterday!  The opinionated writer was Amir Tal, head of In Good Company — Looking Beyond.  His organization is a non-profit dedicated to reducing stigma and discrimination against people suffering with psychiatric disabilities.  Hmm… I’m in favor of that!
