Denise Madrid of The Porterville Recorder summarized a provocative situation faced by up to nine “conditionally” designated California enterprise zones. Govern Jerry Brown’s office had directed California’s Department of Housing and Community Development (HCD), the bureaucracy that oversees the state’s EZ program, to drive with its brakes on.
Conditional-designation status is a normal phase in the lifespan of every new enterprise zone. Nine of the state’s 42 legally designated enterprise zones remain in limbo, however, as HCD delays action required to finalize their status. (more…)PUBLISHED IN

According to an article published online today by Tesa Culli of the Mt. Vernon Register News, the State of Illinois is updating the Department of Employment Security’s (IDE) antiquated “Illinois Skills Match” system. With the technology and procedural upgrades also comes an attitude adjustment, inspired by the IDE’s new Director Jay Rowell. Mr. Rowell was appointed in June. (more…)
