  • CA Enterprise Zone Hearings Begin

    A series of committee hearings began yesterday in the California Assembly with the stated intention of making “a comprehensive examination of the California Enterprise Zone Program” and other similar tax incentive programs.  Subsequent hearings will take place between now and October 17th.   • Expand Oakland CA Enterprise Zone to Keep Bayer pharmaceutical Operations in Berkeley

    According to the Daily Californian today, Bayer pharmaceutical is considering outsourcing the purification process of its hemophilia drug, Kogenate, which is produced at the Bayer facility in Berkeley, California. (more…)

  • California Assembly Hearing on Enterprise Zones Schedule for August 18, 2009

    Craig Johnson, President of the California Association of Enterprise Zones (“CAEZ“) will be presenting testimony in an upcoming hearing at the California State Capitol.  Sponsored jointly by the (a) Assembly Committee on Jobs, Economic Development, & the Economy and (b) the Assembly Revenue & Taxation Committee, the hearing is likely a response to ongoing efforts by some legislators to explore modifications to California’s enterprise zone program.   • IRS Revises Definition of Disconnected Youth—WOTC Eligibility Category

    The IRS gave us new guidance today, slightly revising the definition of a “disconnected youth” and extending the transitional relief period by two additional months.
    According to IRS Notice 2009-69, a disconnected youth now includes individuals who have held a job since graduating from high school or earning a GED, as long as they have worked only “occasionally.”  Previously, if a person meeting the other definitions of a disconnected youth had graduated (or received a GED Certificate), they could not have held a job between the date of graduation  and their hire date by the qualifying employer.
